Where and when was the Rock coat of arms granted to the Rock Surname?
No coat of arms is granted 'to a surname', but to an indivdual person. His descendants may lay claim to these arms (differenced slightly for younger branches) but no one else of the surname, not even his own brothers, uncles, cousins. The compnaies who peddle coats of arms don't bother about little rules like this - of you ask them, they will send any arms for the surname, failing which, any arms from a name which looks vaguely like it.
Anyone can buy a coat of arms. The only qualification is being 'respectab;e', but more importantly, able to afford the fees. The Heralds desigtn the arms, though they will usually accept suggested prefernces. They like to show some connection (swords for soldiers, ships for sailors, garbs (sheaves of corn ) for farmers etc.
